The Time War was horrible. Some, no, most didn't want to fight, they just wanted to run away from it, to survive. When the Master fled, everyone knew they would soon lose. Soon enough people were fleeing from Gallifrey to live as humans or something for a while, at least until the war was over. Only a few succeeded and the ones that did had no idea what the Doctor did. Not for a long time.
Now Time Lords and Ladies are regaining their memories and bodies. They're coming back and there's only one TARDIS still in existence: The Doctors.
